Cois M. Byrd Detention Center

The Riverside County Sheriff's Office in Riverside, California, operates the Cois M. Byrd Detention Center in Murrieta, one of five different jails/correctional facilities in the county.

Cois M. Byrd Detention Center houses:

• Adult males and females who have been arrested by county or municipal law enforcement and are awaiting trial and have not made bail
• Inmates who have been sentenced to the county jail, and
• Inmates being held for transport to the California Department of Corrections.

VINE (Victim Information and Notification Everyday)

Victim Information and Notification Everyday (VINE) is a free and anonymous telephone service that provides victims of crime both information and notification. VINE monitors the custody status of offenders in the Riverside County Jail and receives updated information every 15 minutes.

The Toll Free Number for California VINE is 1.877.411.5588. Anyone can call the California State VINE line to determine an inmate's custody status. To search for offender information, callers will need one of the following items:

• Offender name or alias
• Secondary search option (if there is more than one offender with the same name), such as:
  • Arrest date
  • Date of birth
  • Middle initial
  • Offender identification number

VINE will let callers know about the offender's current custody status, the location of the inmate, and their offender number.

Visiting Hours and Rules

Visiting hours take place seven days per week. However, the visiting schedule at Cois M. Byrd Detention Center is based on the inmate's housing unit. Click here for a detailed visiting schedule.

Call 951-696-3470 from 9 a.m. to 5 p.m. to schedule a visit. Only one visitor per inmate is allowed to visit due to physical distancing requirements. Inmates are allowed a maximum of two visits per week, and each visit is approximately 45 minutes.

A valid photo ID is required to visit an inmate. Visitors must be 18 years or older to visit.

All visitors are subject to a search of their person and belongings by correctional staff and are subject to warrant checks and arrest.

Visitors are only allowed to visit with the inmate they signed up to visit. You may not change or trade inmates with another visitor. Once a visitor departs the visitation area, the visit with the inmate is terminated.

• No alcohol, illegal drugs, weapons, tear gas/O.C. dispensers, cameras, and/or knives are allowed in the visiting area.
• Any visitor bringing illegal contraband into the visiting area is subject to arrest.
• No smoking is allowed in any part of the jail including the lobby.
• No food or drink is allowed in the lobby and visiting areas.

All visitors must dress appropriately. Visitors who do not follow the dress code will be denied their visit. Visitors’ clothing must not refer to gang affiliation, display sexual or lewd comments or pictures, or have the potential for being offensive to others. Clothing must cover the upper torso and lower/mid body parts. Skirts must be at least to mid-thigh length.

Covid protocol includes all visitors receiving temperature screening prior to entering the facility. All visitors are required to wear a mask and must social distance at all times.

Inmates are allowed to send and receive letters each day in order to maintain communications with their legal representatives, families, friends, business associates, and government authorities. 

Incoming mail is inspected to prevent the following:

• Transmission of contraband, i.e. drugs or any other prohibited materials or substances into the facility
• Escape plans
• Criminal conspiracies
• Any other type of threat or compromise to the overall security of the facility and/or the safety of staff and inmates

Incoming Mail Rules

All incoming inmate mail at Cois M. Byrd Detention Center must have:

• Sender's complete name and return address
• Inmate's complete first and last name 
• Complete and correct booking number

Any mail that is dirty or stained is considered contaminated and will be returned. Mail that contains any of the following will be rejected:

• Care packages
• Greeting cards
• Flowers
• Candy
• Food
• Any perishables
• Postcards
• Pamphlets
• Business cards
• Mail written in crayon, paint, or colored pencil (colored copies from a copier are okay)
• Gel ink
• Marker
• Felt-tip
• Highlighter
• Mail with lipstick imprinted on it
• Items containing glue or white-out
• Blank stationery, envelopes, Post-it Notes
  • Colored paper (standard, white, 1-ply paper only, no legal size)
  • Craft materials
  • Glitter
  • Paper clips
  • Parchment or stock paper
  • Plastic
  • Metal
  • Ribbons
  • Staples
  • Tape
• Cash or personal checks (U.S. Postal money orders only are accepted)
• 10 photos maximum per envelope, no larger than 4 by 6 inches
  • The pictures may not contain violence, nudity, sexual acts, or gang-related activities including hand signs.
• Odor-causing substances like perfume or cologne that permeate the mail
• Polaroids

• Postage stamps (loose or book)
• Hardback or leather-bound books (see below for details)
• Torn-out book, magazine or newspaper clippings or pages
• Stickers, labels, or anything with adhesive

Books & Magazines

All books and magazines must be prepaid and sent through the postal service. They must be mailed directly from the publisher or a verifiable internet company or a bookstore.

All books, magazines, and periodicals must have the inmate's complete name and booking number clearly marked.

• No more than three books can be sent at one time
• Hardback or leather-bound books are prohibited
• No obscene, or sexually oriented publications or writings
• Publications may not include any matter of character tending to incite murder, arson, riot, racism, or any other form of violence 
• No used books, magazines or periodicals

How to Call an Inmate

Inmates at the Cois M. Byrd Detention Center cannot receive incoming phone calls. However, they have access to phones and can make outgoing collect calls from the inmate housing area. 

California law has established the right of an arrested person to make at least three free local telephone calls upon being booked: one call to an attorney, one to a bail bond agent, and one to a relative or other personal contact. Phone calls are recorded and may be monitored at any time.

How to Send Money

Inmate deposits can be added to a resident’s account at Cois M. Byrd Detention Center via the internet at AccessCorrections.com, by telephone, or via lobby kiosk at any one of the Riverside correctional facilities. 

To make an inmate deposit via the internet, customers must register online. An inmate deposit cannot be completed unless a profile has been established and the Terms and Conditions have been accepted.

You must use a debit or credit card to add money online or by phone. Cash transactions for inmate deposits are only accepted at Access Secure Deposits lobby kiosk locations.
