Rio Cosumnes Correctional Center
The Sacramento County Sheriff's Office in Sacramento, California, operates the Rio Cosumnes Correctional Center (RCCC) in Elk Grove. This facility is the primary custody facility for inmates sentenced to County Jail from the Sacramento County Courts.
RCCC also houses pre-sentence detainees to avoid overcrowding at the Main Jail. In addition, the Correctional Center houses inmates en route to other jurisdictions, federal prisoners under a contract with the U.S. Bureau of Prisons, and reciprocal prisoners from other counties.
Rio Cosumnes Correctional Center is a Type II facility that does accept newly arrested persons who are booked by law enforcement in the southern part of Sacramento County.

VINE (Victim Information and Notification Everyday)
Victim Information and Notification Everyday (VINE) is a free and anonymous telephone service that provides victims of crime both information and notification. VINE monitors the custody status of offenders in the Sacramento County Jail and receives updated information every 15 minutes.
The Toll Free Number for California VINE is 1.877.411.5588. Anyone can call the California State VINE line to determine an inmate's custody status. To search for offender information, callers will need one of the following items:
- Offender name or alias
- Secondary search option (if there is more than one offender with the same name), such as:
- Arrest date
- Date of birth
- Middle initial
- Offender identification number
VINE will let callers know about the offender's current custody status, the location of the inmate, and their offender number.
Inmate Releases
If you are picking up an inmate on their scheduled release date, you must report to the gatehouse between 4:30 and 5:00 AM. Inmates who do not have a ride will be transported by a Sheriff’s Office bus and released at the Main Jail located at 651 I Street, Downtown Sacramento.

Visiting Rules
No more than two visitors (including minors/children) are allowed per inmate. Visitors are allowed to bring one car key or door remote, a photo ID, and money into the visiting room. All other personal items must be left secured in your vehicle.
If you have a baby, you may take a clear plastic bag containing one baby bottle, one diaper, one baby blanket, and baby wipes into the visit area. No diaper bags, strollers, or car seats are allowed.
You and your vehicle are subject to search while on RCCC property. You will be searched via pat-down and must pass through a metal detector before you're allowed to visit.
Dress Code
The dress code applies to ALL RCCC visitors. No revealing clothing is allowed: No tube tops, see-through mesh materials, short skirts or shorts, micro-mini skirts, tank-tops with thin straps, backless or sleeveless tops, clothing that reveals the midriff or chest, or bathing tops are not allowed.
Clothing that promotes violence, hate, drug use, profanity, sex acts or gangs is prohibited in the visiting room. All visitors are required to wear footwear (shoes, sandals or boots). Wedding rings, engagement rings, and medical alert tags are allowed in the visiting room.

All inmate mail, including money orders, must have a complete return name and address and be addressed in the manner listed above.
RCCC has strict mail procedures that must be followed. Because of the large inmate population, you must include the inmate’s X-Reference number and housing location on all items mailed to RCCC. Do not draw on the envelope, and neatly print all information.
Please follow these rules to reduce mail delays. The following is a list of unacceptable items which will be returned to the sender or confiscated:
- Drugs, weapons, hazardous materials
- Stationery, stamps, envelopes, post-its
- Paperclips, metal, plastic, laminations, balloons, jewelry, etc.
- Stickers, labels, tape, glue, or any adhesives on the inside or outside of the envelope/letter
- Musical cards, glitter, paint, string, etc.
- Mail containing bubble wrap or plastic
- Padded envelopes
- Polaroid photographs or photos larger than 4"x6"
- Photographs or pictures that are pornographic, nude, suggestive, showing gangs, gang tattoos, or hand gestures (signs) are not allowed.
- Cash or checks (Only money orders are accepted). Money orders must be completely filled out with the inmate’s full name, X-Reference number, housing location, and the purchaser’s full name and address.
Identification cards and phone cards are not allowed in inmate mail. Mail that does not have a return address will be labeled “Dead Mail” and returned to the postal service. Mail that does not have a complete return address (Nicknames or full name) will be returned to the sender.
Books,Magazines, and Other Subscriptions
The Sacramento County Main Jail does not accept books, newspapers, or magazines mailed from a book store or an individual. Books, newspapers, and magazines will ONLY be accepted directly from the publisher or through online services (Amazon, Barnes and Noble….etc.) on behalf of the inmate. No hardcover books are allowed.
Books, Magazines, and Newspapers that contain photographs or pictures that display drugs, pornography, nudity, gangs, gang tattoos, or hand gestures (signs) are not allowed.
No CDs, DVDs, or tapes allowed in inmate packages. No food products, cosmetic items, board games, personal clothing, etc. No stationary, note pads, envelopes, stamps, pens, pencils, etc. (These items may be purchased through the commissary.)
Any material that appears to be obscene or tends to incite murder, arson, riot, racism or otherwise compromises security will not be accepted.
Inmate Email
Friends and family members can email their inmate via the inmate information system. As a rule, emails are printed out and delivered to inmates the next day. Inmates at the Rio Cosumnes Correctional Center cannot receive incoming phone calls. However, they have access to phones and can make outgoing collect calls from the inmate housing area.
California law has established the right of an arrested person to make at least three free local telephone calls upon being booked: one call to an attorney, one to a bail bond agent, and one to a relative or other personal contact. Phone calls are recorded and may be monitored at any time.

Programs For Inmates
It is the goal of the RCCC Division to increase vocational and educational opportunities for inmates.
Education
In partnership with the Elk Grove Unified School District and the Los Rios Community College District, the education courses offered at Rio Cosumnes Correctional Center are designed to improve participants’ reading and mathematics skills, establish educational goals, and promote the continuation of academic growth. Current programming includes:
Adult Basic Education
Designed to develop skills to an eighth grade level, this course is offered to help students improve in the areas of reading, writing, and mathematics.
GED preparation
GED preparation covers math, English Language Arts (ELA), social science and science content assessed by the GED examination. Students take the official GED exams on-site once they have passed the practice tests.
Parenting
This program informs participants about how negative and hurtful parenting affects the psychological and physical development of children. Students in this class learn ways to create a healthy family environment through nurturing behavior practices.
Computers
Students learn office computer skills for employment training, including Microsoft Word, Excel, and PowerPoint. Filing procedures, telephone communications, and document duplication are also covered.
Employment Preparation and Readiness Training
Offenders are taught how to create a resume, interview practices, employment sustainability, and how to dress and present oneself in a professional setting.
Los Rios Community College District Courses
The Los Rios Community College course offerings include, but are not limited to, Business, Computer Lab, and Algorithm Design and Problem Solving.
Introduction to Construction Plans and Specifications
This introductory course teaches how to read building plans and specifications. With emphasis on building plan symbols, interpretation of shop and field drawings, and requirements for obtaining building permits.
Introduction to Public Speaking
The course helps students develop public speaking skills. Emphasis is on researching, preparing, organizing, and presenting a variety of speeches for different audiences.
College Success
Topics in this course include motivation and discipline, memory development, time management, communication skills, career planning, transfer options, study skills, and personal issues commonly reported by college students.
Vocational Training
Culinary Arts
Students learn culinary skills and receive basic training that enables them to get employment in the food service industry.
Custodial Training
Students learn basic procedures in custodial and housekeeping operations, including knowledge of janitorial equipment and basic repairs of equipment, cleaning materials, and safety and infectious waste training.
Horticulture and Landscaping
Students are exposed to different propagation and irrigation techniques, with an emphasis on environmental horticulture and landscape maintenance.
Welding and Manufacturing
Students have the opportunity to learn Welding Safety, Weld Design, Welding Symbols, Metallurgy, Joint Design, Tool Identification, Oxygen-Acetylene Cutting, Welding, Brazing, Gas Metal Arc Welding, Shielded Metal Arc Welding, Flux Core Arc Welding, Gas Tungsten Arc Welding, and Plasma Arc Cutting.
Automotive Training
The automotive shop provides vocational skills training in automotive service and mechanics. Students have the opportunity to become Automotive Service Excellence (ASE) certified in each of the following program components: Electrical, Brakes, Suspension, Heating and Air, Engine Repair, Engine Performance, Maintenance and Light Repair, Manual DriveTrain and Axle and Automatic Transmission and Transaxle.
Sacramento Wild Horse Program
In partnership with the Bureau of Land Management, offenders in this program have the opportunity to train and maintain the well-being of wild horses. Wild Mustangs trained through the program are put up for public adoption throughout the year.
Bee Keeping
Beekeeping is a new vocational program for female offenders. Participants are shown basic skills in hive inspection and honey extraction. More advanced students learn techniques for swarm capturing, hive splitting, and queen rearing.
Behavioral Treatment Programs
Substance Misuse
Participants are educated in the biological, psychological, and social ramifications of addiction and chemical dependency and are introduced to appropriate options for recovery.
Relapse Prevention
This course focuses on the faulty thinking process which leads to relapse. It also identifies high risk situations and relapse triggers.
Medication Assisted Treatment (MAT)
Vivitrol® is a cutting edge medication used to treat opioid and acute alcohol dependence. This medication is a suspended release naltrexone injection which provides dependent individuals thirty days of treatment per dose.
Anger Management
This course teaches offenders the strategies they need to stop their pattern of violent behavior and be accountable to themselves, their families, and their community.
Thinking for Change
This program teaches social skills, cognitive self-change and problem solving strategies. It is designed to help participants set personal and professional goals.
Courage to Change
Topics covered in this group therapy session are social values, responsible thinking, self-control, peer relationships, family ties, leisure, and recreation.
Living in Balance
In this course, participants learn ways to reduce stress, problem-solve, and understand human needs and social relationships.
