Stephens County Jail
The Stephens County Jail is located in Toccoa, Georgia and operated by the Stephens County Sheriff's Office Jail Division. The function of this jail is to receive and process people who have been arrested by local law enforcement.
The jail serves as a temporary holding facility, as well as a pre-trial facility to house persons who can't bond out and are waiting for their court date.
When someone is arrested in Stephens county, they are usually given the opportunity to post bond and be released, or they are held until their case is disposed of by the courts.
The Stephens County Jail also houses individuals who have been sentenced to serve up to one year of confinement in a local setting, as well as individuals who've been sentenced for more serious crimes and are waiting for bed space to become available within the Georgia Department of Corrections.

Bonding someone out of the Stephens County Jail
A criminal bond is a financial guarantee that the arrested person will appear in court on a specified date. A BOND IS NOT A FINE. The person you are posting the bond for must appear before a judge to answer criminal charges.
A fee of $20.00 is charged for every bond that is written by the jail. This fee may be paid in cash and is non-refundable.
If an inmate has bondable charges, he or she can bond out at any time. A bond can be paid with or without a bail bond agent. The method (cash/surety) and amount of money needed for bonding someone out of the Stephens County Jail depends on their charges. Most crimes, but not all crimes, are bondable offenses.
- Cash Bond
When you pay a cash bond, it is refunded to you when all court appearances have been made and the case is discharged, dismissed, or a not guilty verdict rendered. Failure to appear at the appointed time will result in forfeiture of the bond amount and may result in a Bench Warrant ordered by the judge.
To sign a cash bond, you must bring a photo identification card and enough cash to cover the bond. The sheriff's office only accepts paper money (no change allowed), money order, or cashier’s check. The entire amount of the cash bond must be paid at the bonding office before the inmate is released.
- Surety Bond
When you use a Bail Bondsman for a surety bond, you will be required to pay a fee (usually equal to 10 to 15 percent of the bond amount) that will not be refunded. Only an approved bondsman may be used.

Visiting Hours and Rules
The visitation center at the Stephens County Jail features private booths that allow you to connect with your inmate via video. You must be on your inmate's visiting list to schedule a visit.
Visitors must complete the registration process at the visitation desk 10 minutes before the scheduled visitation session. After registration, the visitor must remain in the lobby until the inmate’s name is called.
Each visit is limited to 15 minutes. Only two visitors are allowed at one time, however a maximum of five individuals will be permitted to visit during a visitation session. No Child under twelve years of age is allowed to visit. All visitors under 18 must be accompanied by an adult. All visitors 16 and older must present a photo ID in order to visit. Children must be kept under control at all times and may not be left unattended at any time.
All visitors must pass a security screening. Only two attempts to successfully complete the screening will be permitted. Intoxicated visitors are not allowed to visit and may be arrested.
Visitors should leave all personal items in their vehicles. The only items allowed in the visitor's center are a photo ID and one car key.
Food, drink, and tobacco products are not allowed in the visitation area at ANY time.
Visitors are not allowed to pass anything to inmates. Attempting to pass items could result in criminal prosecution.
DO NOT stand or loiter anywhere near a perimeter fence. DO NOT attempt to communicate with inmates from the facility parking lot. Such actions will result in you being barred from the premises and your visitation privileges suspended or revoked.
Dress Code
Visitors must be appropriately dressed in order to visit an inmate. They are also prohibited from inappropriately exposing themselves to inmates.
MALES
Men must wear a shirt with sleeves, pants or shorts at/below the knee, and shoes.
FEMALES
Women must wear a top with sleeves (halter-tops, tank tops, and bare midriffs are not allowed), pants or shorts at/below the knee, and shoes. Alternatively, women may wear a conservative dress ending no more than two inches above the knee.
Shoulder straps on dresses must be two inches wide or wider–no spaghetti straps or strapless dresses. Form fitting clothing, stretch clothing of any type, clothing worn in a suggestive manner, or clothing that reveals undergarments is not allowed.

You must include the full name of the inmate when sending correspondence.
Because there are many ways that drugs and other contraband can be introduced into the jail, the following common items may not be mailed to an inmate in custody:
Stamps, stationery, writing instruments, items containing glue, oversized greeting cards, credit cards, blank checks, plastic items, jewelry, anything used to conduct a business, candy, food, Polaroid pictures or sexually explicit photographs.
How to Call an Inmate
Inmates at the Stephens County Jail cannot receive incoming phone calls. However, the inmates do have access to phones and can make outgoing calls from the inmate housing area. Phone calls are recorded and may be monitored at any time.
Absent disciplinary restrictions, an inmate is free to place phone calls daily from 10:00 am until 10:00 pm.

How to Send Money
Money may be put on an inmate's account at the Stephens County Jail in one of two ways:
In Person
Bring a money order to the Jail Lobby, and a jail officer will post the money order on the inmate’s account. The jail officer will need to see your photo ID for this procedure.
Money for an inmate's Commissary Account must be received no later than 12:00 pm on Monday afternoon for store use that week. Any money deposited after that deadline will not be available for use until the following week. No more than $100 will be accepted at any time.
US Mail
When sending money to an inmate by mail, U.S. Postal money orders are preferred. Funds from this source are immediately credited to the inmate’s account and available for purchases from the commissary.
There is a minimum of a ten-day waiting period on any other type of money order. Personal checks will not be accepted. Do not send cash through the mail. The Sheriff’s Office will not assume responsibility for any cash sent through the mail that is lost or stolen.
