General Rules
All visitors must sign-in and show a valid photo ID prior to the visit. Space will be provided for coats and hats because they WILL NOT be permitted in the Contact Visitation area.
Visitors are not allowed to bring items into the visiting room or pass items to a detainee. Before visiting your detainee, you will be subject to a search of your person and an inspection of your belongings. You must also successfully pass through a metal detector. If you refuse to cooperate with search procedures your visit will be denied.
No firearms or weapons of any kind are permitted. No electronic devices (cell phones, pagers, radios, etc.) are permitted in the secure areas of this facility.
Free public parking is available in the parking lot across the street from the Elizabeth Contract Detention Facility. “CCA Visitor Parking” signs indicate available parking spots.
Dress Code
All visitors must be properly dressed and adhere to the following dress code:
- Shorts must cover customarily covered areas of the anatomy, including the buttocks and crotch area, both when standing and sitting. Shorts no higher than mid-thigh are acceptable.
- Short-shorts, jogging shorts, cut-offs, and other obviously inappropriate short garments are prohibited.
- Shirts and dresses shall extend to mid-thigh, seated. Slits in skirts and dresses may rise no higher than mid-thigh, seated.
- Sheer (see-through) or extremely tight clothing is prohibited. Tops that expose the shoulders and midriffs are not permitted.
- Examples of prohibited clothing items include, but are not limited to; bare midriffs, tube tops, strapless tops, and swimsuits.
- Coats, jackets, hooded sweatshirts, zip up/button sweatshirts and hats are not permitted. Space will be provided for coats and hats as they are NOT permitted in the visitation area.
- Shirts must be worn at all times. Muscle shirts, bare midriff shirts and sleeveless shirts are prohibited.
- Shoes must be worn at all times.
- Gang “colors'' and other gang displays are prohibited.
Attorney Visits
Attorneys and paralegals may visit their clients at any time between 6:00 am and 10:00 pm, seven days a week.
Consular Visits
Consular officials are allowed to meet with their detained nationals daily, at any time. Whenever possible, arrangements should be made with the ICE Supervisory Deportation Officer in advance. All consular officials should bring appropriate credentials.

When sending a detainee mail through the US Postal Service, you must include the last four digits of their Alien number, plus your name and address. The staff at Elizabeth Contract Detention Facility does not read incoming detainee mail, but they do screen it for contraband.

Detainees who are being removed from the United States are allowed to have one small piece of luggage. You can send the luggage and travel items after getting approval from the Supervisory Deportation Officer. For security reasons, you are not allowed to send electronic devices (cell phones, electric razors, laptop computers, radios, etc.).
How to Call an Inmate

How to Send Money
Detainees at Elizabeth Contract Detention Facility are allowed to have funds sent to them through one of the following methods:

All incoming funds must clearly indicate the detainee's name and identification number. Funds received at the company’s bank lockbox may not have any other documents included in the envelope. Other documents or personal items received at the company’s lockbox will be destroyed.

To Post a Delivery Bond
When a detainee in ICE custody is placed into removal proceedings while they are in the United States, a delivery bond may be posted. When you post a delivery bond, you are required to show proof of identity.
Bonds for aliens detained by ICE can be posted at ICE ERO bond acceptance offices nationwide, Monday through Friday between 9 a.m. and 3 p.m., local time. Acceptable forms of payment are:
- money orders
- cashier’s checks
- certified checks
