Visiting Hours and Rules
Visiting hours at Clinton County Correctional Facility are scheduled based on the detainee's assigned housing unit. For the current visitation schedule, click here.
All visits MUST be scheduled in advance by the approved visitor themselves. Visitors cannot schedule for anyone else unless the other person is under the age of 18.
The approved visitor will need to call the Visitation Officer NO later than 5:00pm the day prior to the visit to schedule their visit. The phone number for scheduling a visit is (570) 769-7680 ext. 3600. The Visitation Officer will schedule the visit based on the designated housing unit schedule and availability.
Visitors MUST arrive 10 minutes prior to the scheduled visit to check-in or they will NOT receive their visit. Visitors who are running late or who are not able to show for the scheduled visit must call the facility and let the Visitation Officer know the reason for running late or not showing up.
Any visitor that fails to call or arrive by previously stated time will be marked as a “NO SHOW” and it will still count as the detainees visit for that week. No other visits will be scheduled until the next calendar week.
If a visitor fails to show up or call as previously stated a 2nd time, they will be temporarily removed from the detainees visiting list for a period of time determined by the Warden and subject to permanent removal for further “NO SHOW’S”.
Any visits for a detainee in Modified Housing Unit (Bravo) will need prior written approval before visit can be scheduled. New detainees to the facility will not be able to receive visits for a minimum of 14 days.
General Rules
The maximum number of approved visitors allowed for any visit is two, including children. Visitors under the age of 18 must be accompanied by their parent(s) or legal guardian at ALL times throughout the duration of the visit.
The standard time for visits is one hour. Extended visits may be approved by the request of the detainee in advance prior to the scheduled visit.
Detainees will receive one visit per calendar week.
Visitors must show a valid, non-expired, photo ID (i.e. - Driver’s License, State Identification Card or Passport).
Persons under 18 who are the child of a detainee MUST be accompanied by their parent or legal guardian and have their birth certificate or a valid photo ID. No one under the age of 18 will be added to the detainees approved visiting list unless the person is the child of the detainee.
Visitors must remain seated throughout the duration of visit or risk the visit being terminated. Children must be kept under control by the parent(s) (or legal guardian) at all times or risk having the visit terminated.
NO items are permitted to be taken into the visitation room(s) by the visitor (i.e. – cell phones, purses, backpacks, diaper bags or baby carriers, food/drinks, etc.).
Anyone found to be in possession of or using a cell phone in the visitation room will have their visit terminated immediately. Visits will also be terminated immediately for any negative conduct by visitor and/or detainee.
All visitors who are dropped off (via friend/family, bus, taxi, etc.) and have a purse and/or backpack of any kind MUST put the bag in the lockers provided at the Front Desk.
Visitors found to be in possession of contraband will be permanently restricted from future visits and possibly charged criminally.
Visitation Restrictions (ONLY the Warden can make exceptions)
The following people are not allowed to visit with detainees at Clinton County Correctional Facility:
- Former detainees released within one year from ANY Correctional Facility.
- Person under supervision with ANY jurisdiction.
- Person pending criminal charges or warrants.
- Any active volunteer or programmer at ANY Correctional Facility.
- Correctional employee from ANY Correctional Facility.
- Current contract employee from Clinton County Corrections.
- Former correctional employee from Clinton County Corrections.
- Victim of a detainee.
A person cannot be on more than one detainee visitation list without special authorization.
Dress Code
The following types of clothing are strictly prohibited in the visiting room:
- Spandex/stretch pants and/or clothing (i.e. - yoga pants/leggings, aerobic/athletic attire, etc.).
- Skintight, ripped and torn jeans (exposing part or portions of the body above the mid-thigh or underwear).
- Short shorts, cut-off shorts or any shorts above the mid-thigh level (inseam length).
- Dresses/Skirts with slits that extend above the mid-thigh, mini-skirts.
- Shirts or jerseys that expose the midriff or any portion of the torso, extremely low-cut shirts of any kind.
- See-through (transparent) and spaghetti strap type garments.
- Tube/tank top, athletic shirts and halter tops (regardless of gender).
ALL visitors are required to wear necessary undergarments. Any attire deemed to be inappropriate by the Shift Commander will not be allowed.
COVID 19 Visiting Restrictions
All individuals entering the facility will be screened for COVID related symptoms prior to being allowed to visit. If for any reason, you do not pass the screening process, your visit will be denied.
Face masks/coverings are required to be worn upon entry into the facility and throughout the entire visit. If you are found to not comply, your visit will be terminated and you will be asked to leave. Please do not enter the facility without a face mask.
Only one visit will be scheduled for each time slot. The schedule will change each week so that each housing unit rotates through different days.
Only one unit will be scheduled to visit on any given day. This affords each housing unit the chance for weekend visits and reduces the chance of cross contamination between the housing units.
The same General Rules and Guidelines for regular visits will still apply to these visits.
Any visits for a detainee in the Modified Housing Unit (Bravo) will need prior written approval before a visit can be scheduled. Detainees in quarantine status are not eligible for visits.

Packages are ONLY accepted with the proper approved paperwork. Any packages received without the proper approved paperwork are subject to return to sender. Only the approved items will be accepted once the package arrives at the facility.
If items are sent in that were and/or are not approved, the whole package will be returned to the sender. Under NO circumstances are cell phones to be sent into the facility. Books and magazines are not permitted to be sent into the facility. Newspapers must be submitted for and approved in advance, then will be ordered by the facility for the specified amount of time.
A detainee may receive items that are considered necessary for travel or release from agency custody with approval of the ICE Deportation Officer.

Detainees who are being removed from the United States are allowed to have one small piece of luggage. If a detainee does not already have baggage, one 40 lb bag can be sent/delivered to him/her after receiving approval from the Supervisory Detention and Deportation Officer.
For security reasons, no electronic devices (cell phones, electric razors, laptop computers, radios, etc.) will be accepted.
How to Call an Inmate
You can't call a detainee at Clinton County Correctional Facility. However, you can leave an urgent message by calling (570) 769-7680. The message should include the detainee's full name, their alien registration number, and a telephone number where you can be reached.
How to Send Money
To send money to a detainee at Clinton County Correctional Facility, mail a money order or cashier's check directly to the detainee. Do not send cash.
The processing officer will deposit the money into the detainee's account and issue a receipt. Cashier’s checks and money orders must include the detainee’s full name and A-number.

To Post a Delivery Bond
When a detainee in ICE custody is placed into removal proceedings while they are in the United States, a delivery bond may be posted. When you post a delivery bond, you are required to show proof of identity.
Bonds for aliens detained by ICE can be posted at ICE ERO bond acceptance offices nationwide, Monday through Friday between 9 a.m. and 3 p.m., local time. - certified checks
Payments must be made payable to “U.S. Department of Homeland Security” or “Immigration and Customs Enforcement.”
