General Rules

All visitors must arrive 45 minutes prior to the scheduled visit time to ensure adequate time to process visitors through security. All adult visitors must have a valid photo ID to enter the facility. Minors must be accompanied by an adult guardian (18 years or older). 

Visit sessions will normally be a maximum of one hour depending upon the number of visitors and staff availability. More time may be authorized by the ICE Supervisory Detention and Deportation Officer or designee for family members traveling significant distances.  

Visitors are not permitted to carry personal items into the visiting area. Lockers are provided to secure these items.

  • All visits are Non-contact.
  • Requests for contact visitation must be approved by the ICE Supervisory Detention and Deportation Officer or designee, on a case-by-case basis.
  • The facility administrator or designee must approve all items that visitors bring for the detainee.
  • No firearms or weapons of any kind are permitted in the facility.
  • Any unruly or socially inappropriate behavior by either party will end the visit and may have an adverse effect on future visitation.
  • If visitors are or appear to be intoxicated, visitation will not be allowed.
  • All visitors are subject to search while in the facility.
  • No items/ property will be exchanged between the visitor and detainee during the visit. All transactions will be initiated between the visitor and front lobby officer only, who in turn will inventory and provide a receipt for the item(s).

The kiosk will be available in the front lobby during the hours of 8 a.m. and 9 p.m. and accept cash, debit cards, and credit cards. No outside food permitted beyond the metal detector.

Dress Code

Shoes must be worn at all times by all persons except infants. Gang “colors” and other gang displays are prohibited.

Female Visitors Age 12 and Older

  • Shorts must cover customarily covered areas of the anatomy, including the buttocks and crotch area, both when standing and sitting complies. Shorts no higher than mid-thigh. Short shorts, jogging shorts, cut-offs, and other obviously inappropriate short garments are prohibited.
  • Skirts and dresses are allowed, but no shorter than mid-thigh when seated.
  • Slits in skirts and dresses will not extend beyond mid-thigh when seated.
  • Sheer (see-through) clothing is prohibited.
  • Top of clothing must be no lower than the underarm in the front and back. Bare midriffs, halter-tops, strapless tops, tube tops, or swimsuits are prohibited.
  • Shoes will be worn at all times by all persons except infants.
  • Gang “colors” and other gang displays are prohibited.

Male Visitors Age 12 and Older

  • Shorts must cover customarily covered areas of the anatomy (see above)
  • Shirts must be worn at all times. Muscle shirts, bare midriff shirts and sleeveless shirts are prohibited.

Attorney Visits
Attorneys and paralegals may visit detainees daily between 8:00 am and 9:30 pm.

Consular Visits
Consular officials are allowed to meet with their detained nationals at any time. Whenever possible, prior arrangements should be made with the ICE Supervisory Deportation Officer. All consular officials should bring appropriate credentials.

All mail sent to detainees must include the last four digits of their Alien number, plus the sender’s name and address. Staff does not read the mail upon opening. For safety reasons, all incoming mail is subject to screening for contraband.

Detainees who are being removed from the United States are allowed one small piece of luggage. This can be sent after getting approval from the Supervisory Deportation Officer. 

For security reasons, no electronic devices (cell phones, electric razors, laptop computers, radios, etc.) are accepted.

How to Call an Inmate

Detainees at Port Isabel Service Processing Center cannot receive incoming calls. If you need to leave an urgent message, you must call (956) 547-1700. Your message must include the detainee’s full name, alien registration number, and a telephone number where you can be reached.

If detainees receive funds in the mail, they will be taken to the processing area for the money to be placed into their account. The processing officer will provide a receipt for all funds received. Do not send cash.

To Post a Delivery Bond

Delivery bonds are posted when a person has been taken into ICE custody and placed into removal proceedings while in the United States. When posting a delivery bond, you must show proof of identity.

Bonds for aliens detained by ICE may be posted at ICE ERO bond acceptance offices nationwide, Monday through Friday between 9 a.m. and 3 p.m., local time. Acceptable forms of payment are: money orders, cashier’s checks, or certified checks. Payments must be made payable to “U.S. Department of Homeland Security” or “Immigration and Customs Enforcement.”
