Hazel D. Plant Women's Treatment Facility
Hazel D. Plant Women’s Treatment Facility is located in New Castle, Delaware, and it opened October 2005. It is the first, all-female facility of its kind in the State. It offers the Crest program to provide women with a comprehensive substance treatment, with work release as a component.
The Center employs a corps of classified offenders at an established wage structure as workers for the facility. They provide support to DOC staff in the areas of food service, telephone operations, groundskeeping, housekeeping/janitorial, and laundry service for offenders.
The facility is dedicated to the successful reentry of offenders into the community. It is operated in such a way as to achieve an equal balance of control and treatment for offenders that can positively impact their behavior and lifestyle patterns upon release.

How to Send Money
In order to get money to an offender at the Hazel D. Plant Women’s Treatment Facility, please follow these guidelines:
- Personal checks will not be accepted
- It is unwise to send cash in the mail
- Money orders may be sent by mail or dropped off during scheduled visits with the offender to whom the money is going.
All money orders must include the following information:
- Offender's full name
- Offender's SBI number
- Assigned institution
- Name of the remitter
Money sent to an inmate will be credited to the offender's account within 24 hours of receipt (during normal business hours).
Programs For Inmates
KEY/CREST is a corrections-based and community-based multistage substance abuse treatment program for drug-involved offenders in the state of Delaware. CREST is the program available at Hazel D. Plant Women’s Treatment Facility.
CREST is the second component of the state’s substance abuse program. It is based on the therapeutic community model, which allow offenders recovering from substance abuse to continue their treatment as they transition into the community. Typically, offenders work during the day and return to their assigned center at night for therapy, counseling, or treatment.
The CREST program is usually six months in duration. The first three months are spent entirely at the CREST Center, where offenders engage in full-time substance abuse treatment. During the next 3 months, offenders become involved in the work-release portion of the program and go through the following phases:
- Entry, evaluation, and orientation: Offenders get used to life outside of prison.
- Primary: Counselors and offenders explore the challenges and issues faced by individual offenders and prepare appropriate responses to minimize the likelihood of relapse.
- Job-seeking: Offenders develop job seeking and interview skills.
- Work release: Offenders maintain residence at CREST while working in the community.
