Two Rivers Correctional Institution
Two Rivers Correctional Institution's (TRCI) is located in Umatilla, Oregon. The groundbreaking occurred on April 5, 1997, and the institution was substantially completed on March 10, 2000. Operation of the housing units was phased in between December 1999 and September 2001, when the last housing unit was occupied, for a total inmate capacity of 1,632.
To lower costs and minimize inmate movements within the prison, it was designed to provide as many services as possible in the housing units. For instance, food trays are delivered to the housing units in heated carts. Outdoor activity yards are attached to each housing unit. Many programs are delivered on the housing units.
TRCI is designated as an education and work facility for long-term inmates. The focus of its programs is Adult Basic Education and GEDs. Cognitive programs that teach and encourage self-change are also available. Inside work activities include institution maintenance and a commercial laundry.
The prison provides minimum-custody inmate work crews for community service projects. It also sends crews out daily for other work projects, under contract primarily to government agencies.
Inmate crews also work on landscaping projects on prison property.

Visiting Hours and Rules
Visiting hours at Two Rivers Correctional Institution are as follows:

*The second and last Wednesday of each month is reserved for Special Housing Visiting only. General Population Visits do not occur on these days.
You must arrive no later than 30 minutes before the end of a visiting session to visit with your inmate.
Visiting Applications
All visitors must complete and submit a visiting application, and if approved will automatically be added to the AICs visiting list. You can email the visiting application to the Inmate Services Unit or fax to (503) 378-3763.

What to bring to your visit
- Photo Identification (all visitors 15 and older)
- Money (a maximum of $15 in quarters for the vending machines)
- Metal Detector Medical Exception Form
- If you have a medical condition that makes it unsafe for you to walk through a metal detector, have your doctor complete the Metal Detector Medical Exception Form linked above.

- Pictures (up to five non-Polaroid photographs or five sheets of photographs)

- Approved items per child include: two diapers, one clear plastic bottle, one single layer blanket, one pacifier, and diaper wipes contained in a clear plastic bag.
- Emergency medications
What to Leave at Home or in a Institution Locker
- Non-emergency medications, prescribed or non-prescribed, are not allowed in the visiting room.
- There is no smoking allowed on any State of Oregon property, so please leave any tobacco products, vapes, etc. behind.
- Cash other than $15 in quarters. You cannot bring checkbooks, credit and/or debit cards into the visiting area.
- No cell phones, pagers, or other electronic devices
- Weapons of any kind are not allowed
- Metal buttons, body piercings, jewelry, underwire bras, and some shoes may activate the metal detector.
Dress Code
DO NOT WEAR BLUE DENIM OR BLUE CLOTHING OF ANY KIND. This is for security purposes, since inmates themselves wear blue and blue denim clothing.
Dresses, skirts, jumpers, culottes, and shorts are permitted if they are worn at knee level or lower when standing. Footwear and undergarments are required.
Prohibited clothing:
- Suggestive, revealing, low-cut, or skimpy clothing. Hats, wrap-around skirts, halter tops, sheer or see-through clothing are not allowed.
- Other types of provocative clothing; camouflage of any kind; and clothing, hairstyles, insignias or other paraphernalia associated with security threat groups or that are inflammatory in nature are not allowed.
- Raincoats, ski jackets, and other garments that are lined are not allowed inside the visiting room.

The only items adults in custody may receive directly from friends or family are photos and letters. Books, magazines, and newspapers must be sent to the AIC directly from a publisher/distributor. All other items, such as games or food, are prohibited. Because of this, letters are very important to AICs and are always appreciated.
The following MUST be included on the envelope of all inmate mail:
- The AICs name as it appears on their Oregon Department of Corrections records (no nicknames)
- The AICs Oregon state offender identification number (SID#)
- Correct facility name and complete address
- A return address with the complete name and address of the sender

How to Send Money
The Oregon Department of Corrections (DOC) has contracts with JPay, CenturyLink (CenturyLink uses the vendor Access Corrections for Trust deposits), and Telmate.
JPay
- JPay website: Visit the JPay website to create an account and send money with a credit or debit card.

- In person: Visit Wal-Mart, 7-Eleven, or CVS to purchase a MoneyGram with cash or card. Once purchased, call (800) 574-5729 and use receive code, 7813.
Century Link
CenturyLink uses a vendor called Access Corrections, so you can place money on an AIC's commissary (trust) account:
- Visit the Access Corrections website to create an account and send money with a credit or debit card.

- In person: Visit any Western Union Agent to send money with cash or card.
Telmate

US Mail
The Oregon Department of Corrections (DOC) will ONLY accept money orders and cashier's checks through the mail. Make the money order or cashier’s check payable to “DOC” with the adult in custody's name and SID number. (Example: DOC for John Doe, SID #1234567)
Write the name and mailing address of the purchaser, including city, state, and zip code on the money order or cashier's check AND in the return address area of the mailing envelope. This information must be current and legible or your item will be returned.
