Manning Correctional Institution

Manning Correctional Institution is level 1B prison for male inmates that is located in Columbia, South Carolina. The Institution serves as the Agency’s Centralized Pre-Release Center for male offenders who are within 180-days of release back into their respective communities. A work release program and labor crews provide work opportunities for offenders who do not participate in the Pre-Release Program.

This facility is operated by the South Carolina Department of Corrections and houses approximately 900 inmates.

Visiting Applications

Your inmate must send you a visiting application. You'll be added to the inmate's visiting list once the application has been properly completed, submitted, and approved. It is the inmate's responsibility to let you know when you've been approved.

Visiting Rules

Do not attempt to bring electronic devices – including activity fitness trackers and smart watches – into the visiting room. All visitors age 18 and older are required to submit to a pat/frisk search in addition to the existing search procedures.

You are only allowed to send letters, five pages of newspaper clippings or internet printouts, and up to 10 photos per envelope. Do not send your inmate cash, stamps, or any writing materials. You are not allowed to send anything to eat, drink, or smoke. 

You can send books, magazines, and newspapers, but they must be paid for in advance and sent directly from the publisher or from a publication supplier (licensed bookstore).

SCDC sponsors four Inmate Package Programs yearly from Access Securepak. Family/friends can order various combinations for shipment to the inmate's institution. The packages contain a wide variety of snacks, candy, and seafood.

You must have a valid email address and a Visa or MasterCard credit, debit or prepaid debit card. Each message has a cost equivalent to $0.25, and there is an option to prepay for a reply from the inmate. All emails may be reviewed by SCDC staff.

How to Send Money

The SCDC uses GTL for money services, and all deposits are made into your inmate's Cooper Trust Fund Account. This is how they purchase canteen, phone time, stamps, etc…There are five ways for you to send money to your inmate.

Programs For Inmates

Education: Literacy, GED, and Work Keys.

Vocation: Brick Masonry, Carpentry, NCCER Safety Orientation (certified by OSHA). OJT Certificate programs in horticulture, grounds maintenance, janitorial services, and food services.

Health Care: Routine medical care provided on site with 24-hour emergency care available.

Programs: The Pre-Release Program is a two component system: 

1) a 150-day program in which the offender can work in an educational, vocational, or certificate program and attend life skills classes, and 

2) a 30-day program dedicated to outside community resources, skill enhancement in the area of employment, and preparation for release.

Additionally, there are religious services, volunteer services, recreational services, Alcoholic Anonymous and other miscellaneous programs available.

A work release program enables offenders to work in certain local businesses. These offenders are paid hourly by the employers and are able to pay victim restitution, child support or room and board, mandatory savings, etc.

Community Services: Offender labor crews work with the South Carolina Fire Academy, Richland County Public Works, the Department of Juvenile Justice, Forestry Commission, State House, Lexington DOT #2, National Guard, Newberry DOT, Richland County DOT #’s 1, 2, 3, 4, SLED, and the Department of Public Safety-Highway Patrol. A correctional officer-supervised litter crew picks up trash along interstate highways five days per week.

Reentry Services

The Division of Programs, Reentry and Rehabilitative Services provides numerous opportunities for inmates ahead of their release. Inmates can learn new job skills, obtain their GED, earn vocational certificates, receive substance abuse treatment, learn about how crimes affect victims and even assist in teaching youths about life in prison.
