Northeast Correctional Complex
Northeast Correctional Complex (NECX) is a time-building prison with a close custody designation located outside of Mountain City, Tennessee. The prison also houses offenders of other custody levels. Three hundred offenders are located at the minimum annex site in Johnson County, and another 180 offenders, who are within ten years of their eligible release date, are housed in Carter County.

Visiting Hours and Rules
Routine visitation at Northeast Correctional Complex and the Annex is on Saturday, Sunday, and state holidays as designated by the Commissioner from 8:00 a.m. to 3:00 p.m. and Monday from 5:00 p.m. to 8:00 p.m.
Visitors are asked not to access the parking lot before 7:30 a.m. and should not enter the Administration Building until 7:30 a.m. on weekends and 4:30 p.m. on Mondays. Any visitor who arrives on state property before 7:30 a.m. will not be allowed to visit.

Visits occur in the visitation gallery and/or picnic area of the compound or annex. Inmates in punitive segregation will have restricted visitation access as approved by the Warden. Inmates housed at the Carter County Annex will visit in the visitation building or picnic area when open. Monday night visits will occur in the administrative building of the facility.

Most TDOC offenders are allowed to visit with friends and family if they fill out the appropriate paperwork and follow the departmental policies and procedures.

When visiting Northeast Correctional Complex or the Carter County Annex, vehicles must be secured in the parking lot. All doors must be locked and all windows rolled completely up. Animals may not be left in a vehicle with a window cracked. Failure to fully secure your vehicle may result in your visit being denied.
Checkpoint Procedures
All visitors must be on the inmate’s approved visiting list or have a pre-approved special visit. Identification will be verified. Before proceeding to any of the visitation areas, all visitors must pass through the checkpoint.
At times this area becomes crowded and waiting may occur. Please be patient as the officers process visits as quickly as possible. When accessing the NECX Main Compound, visitors must pass through the metal detector and will be frisk-searched by an officer with all items emptied from pockets.
After the visitor has been searched, the left hand will be stamped in ultraviolet ink. The visitor must show his/her hand under the ultraviolet light to the officer in Central Control or at the checkpoints at each annex before entering the visiting gallery and when exiting at the end of the visit.
At the checkpoint at the main compound, visitors will be given a visitor's pass. This pass must be presented to an officer at the front desk in the visiting gallery. Visitors will be seated and wait for the inmate to arrive. When the visit is over, the pass is to be given to the checkpoint officer before leaving.

Programs For Inmates
NECX offers intensive substance use and anger management counseling programs. Both sites operate extensive community service programs, which provide thousands of hours of skilled and unskilled labor to state and local government, as well as non-profit agencies in East Tennessee.
The prison, in coordination with TRICOR, operates one industry. Shaw Industries, a hardwood flooring company, operates through the private section of the TRICOR Prison Industry Enhancement Certification Program (PIE).
NECX offenders may attend Adult Basic Education classes or one of six vocational programs. Those who do not have a high school diploma are able to earn a GED certificate. In addition, NECX has mandatory Career Management for Success and Release for Success programs for those nearing release.
