How to Call an Inmate in District of Columbia
GTL Offender Connect is a service that allows you to add money to an inmate’s phone account or transfer money to a commissary account. If you want to receive a call from an inmate incarcerated in the District of Columbia, you will need to set up a prepaid phone account, and you can do this by calling 1-866-230-7761 or by visiting the GTL website.
This service makes it easy and convenient for you to communicate with and support inmates at a DCDOC correctional facility.
Creating a ConnectNetwork Account
The first step is to select the facility where your inmate is locatedㅡeither Central Detention Facility or the Correctional Treatment Facility. You will see that the services available are Trust Fund, Visitation Scheduling, and Video Visitation.
GTL will walk you through a quick setup of those services by asking for:
- Inmate ID
- Your phone number
- Your basic contact info
Once you complete the sign-up process, you will receive an email with a link to confirm your account. You will need to click the link to activate your account.
When you sign in to your account on the ConnectNetwork.com site, you will see all of the available services set up on your Dashboard. Simply click, “Make a Deposit,” or, “Add Funds,” to add money to any services that you have access to. Choose the dollar amount and provide credit card or debit card information to complete the transaction.
Trust Fund
This service allows you to deposit money directly into an inmate’s trust fund account. The inmate can then use the money just like cash to make phone calls and to buy items at the commissary.
Features of the trust fund:
- Deposit options available 24 hours a day, 7 days a week via phone and anywhere you have Internet access.
- Mobile-friendly deposit options are available.
- Inmate can choose how to spend funds.
After creating an account, you can deposit money into your inmate’s Trust Fund (commissary) account at any time. Deposit can vary, but the most common amounts are between $10 and $100.
