How to Call an Inmate in Oklahoma
Prisons operated by the Oklahoma Department of Corrections have a contract with GTL to provide phone service for offenders to communicate with families and friends. If an individual wishes to purchase phone time (for themselves or an inmate), they may do so by using the services offered through ConnectNetwork.
ConnectNetwork is GTL’s authorized deposit and account management portal. Available deposit methods are listed below:
AdvancePay Prepaid Telephone Accounts
An AdvancePay account can be set up through the Offender Connect System online at https://www.offenderconnect.com or by phone at (800) 483-8314, where self-service options are available 24/7 or customer service representatives are available during normal working hours. There are several ways that a new AdvancePay account can be set up or deposits can be made to an existing AdvancePay account.
AdvancePay prepaid calling works by placing money on your phone number so that when an offender calls you, the funds are deducted from the balance on your prepaid account. Detailed account setup instructions are available here.
You have four options to set up or fund a prepaid account with Connect Network:
- Web – Visit www.ConnectNetwork.com to create a prepaid telephone account, add funds to prepaid telephone accounts, view balances, and more.
- Phone – Call 1-800-483-8314 to create or add funds to an AdvancePay prepaid telephone account
- Western Union – Payments to your GTL AdvancePay account may be made by visiting your local Western Union.
- Mail – Payments made to your GTL AdvancePay account may also be made by check or money order. Send payments to:

Offender Phone Debit Accounts
ConnectNetwork PIN Debit (Offender Phone) accounts allow you to make deposits to an offender’s PIN debit phone account. Once funds have been deposited, the deposit is credited to the offender and may be used to make phone calls to any allowed phone number. Detailed account setup instructions are available here.
Offenders are able to check their account balance at any time. Once the offender starts to make a call, they are given an option to check account balance or make a call.

Collect Calls
Collect calls can be received from offenders if you utilize a local telephone company that will agree to bill you for the call. For example, AT&T is one company that will process collect call billing for customers who are in good standing. The phone company will charge the customer a per month billing fee for this service.
When you receive a collect call, you will be asked if you want to accept the call prior to being connected to the offender and you will be given the opportunity for positive call acceptance.
To limit bad debt, there is a limit of $150 within a 90 day period for collect calls processed and billed by your local telephone company.

Monthly statements are not mailed by GTL, but can be requested by contacting the Customer Service Department.
