How to Call an Inmate in West Virginia

The West Virginia Department of Corrections and Rehabilitation has contracted with ICS Corrections, Inc. to provide calling and account billing services to inmates. They provide secure, customized communications services that connect inmates with friends, family, clergy, legal advocates, and other members of their support community. 

ICS Corrections Inc. allows you to establish and fund prepaid calling accounts by phone or internet. You can also make payments directly to an inmate’s calling account, or take advantage of a Prepaid Collect calling plan to accommodate calls to cell phones or accounts with credit issues.

The following restrictions may be applied by the West Virginia Department of Corrections and Rehabilitation to inmate calling:

  • Limits on length of calls (15 minutes)
  • Limits on number of inmate calls or total monthly call minutes
  • Call monitoring, recording, and inmate voice validation (in order to place calls)
  • Blocks on types of phone numbers (such as 800 numbers) or selected phone numbers
  • Temporary or permanent denial of phone usage rights for such reasons as disciplinary problems or requests by a called party

Prepaid Collect

This option allows you to receive inmate calls to your specific phone number. There are no monthly spending limits. Calls can be completed to cell phones, internet phone services, or other services which do not provide Traditional Collect billing.

If you accept a call from a WVDOC inmate and have not already established a Prepaid Collect Service, you will receive one complimentary 60-second call and then automatically be given the opportunity to set up an account with a customer service agent.

Debit (Inmate-Prepaid)

This option enables you to directly deposit funds into an inmate’s calling account. Debit services can also be purchased directly by the inmate using funds from his/her trust account.

A Debit (Inmate-Paid) account is an easy way for friends and family to deposit funds directly into an inmates’ phone account. They are more flexible than Prepaid Collect. Inmates may use these funds to call any telephone number approved by their facility – not just the number associated with a Prepaid Collect account – including international numbers.

Rates

The inmate telephone rate for West Virginia Division of Corrections is .032 per minute. International calls are 45 cents per minute.
